Boot DOS utility before Windows?

We wrote a secure erase utility here at UCSD, to erase all
data from a HDD before donating, selling on eBay, or
upgrading it.

Windows NY & above won't allow direct HDD access, so we
write a DOS program.

How to we tell Windows to boot this DOS program before
booting Windows?
....Like Scandisk does, or Norton Disk Doctor does.

Assuming the system(s) have the floppy drive first in the bios boot device
list, run the dos program from a dos bootable diskette.

If you attempt to run any program within the OS that deletes a partition,
modifies or formats a partition, it certainly can't lock the partition its
running from. Windows 2000 does allow direct HD access, but you can't change
the floor matt if you're still standing on it.
