Boot cdrom to delete file

Hello, guys is there a download bootable cd-rom that will not be dos so i
can delete a file, that Kernel protected.

If you say more about what it is you need to do, then perhaps a
solution already exists. Like inuse.exe (Res.Kit) or other method.
I must assume that for some reason a CD-boot to Recovery Console is not
sufficient...
