Bogus "Temp" directory in my registry

I recently upgraded my laptop from Win98 to WinXP Pro (with SP1). I have
now added all of the updates. But before any of the updates (except SP1) I
saw a strange directory show up on my HD. My normal temp directory is
c:\Documents and Settings\Dr. Bob Singleton\Local Settings\Temp. This
directory exists and has plenty enterred into it.

The bogus temp directory is c:\Documents and
Settings\DRF015~1~BOB\LOCALS~1\Temp.

All levels of this directory are empty and stay that way. When I delete it,
it comes back after a while. I have not determined exactly what brings it
back.
To try to determine this, I searched for the string in my Registry.
I find C:\Documents and Settings\DRF015~1~BOB\LOCALS~1\Temp in my Registry
in 10 places:

Can someone tell me where this directory came from and how to get rid of it?

That doesn't look bogus to me
That's just the short filename reference for your temp directory
DRF015~1~BOB is the short filename reference for "Dr. Bob Singleton"
LOCALS~1 is the short filename reference for "Local Settings"

Open explorer and type "c:\Documents and
Settings\DRF015~1~BOB\LOCALS~1\Temp"
I'd bet it goes to your temp directory

If this is just the short name for my temp directory, I have 3 questions.

1. Why did it create it in the first place? By this I mean that I have my
normal (with the long name) temp directory with plenty in it, and this one
with nothing ever put into it. Why was this extra one created?
2. Why does it occasionally getting recreated after I delete it?
3. How can I get rid of it?
