Not unless you supply more info

The website here..
http://www.lancelhoff.com/2008/01/10/stop-0x0000000a-error/ .. puts forward
four scenarios where this error occurs, and suggests ways to determine what
is going wrong..

No it didn't list the drive. If it had the driver that was cause the problem
it would be much easier to solve the issue. From my understanding this
computer force shut down during a blackout and its being giving the same
screen everytime. Hard Drive was reformated and it still occurs.

You might want to use Verifier to see if you can find the culprit:

Using Driver Verifier to identify issues with Windows drivers for
advanced users

Things to consider before you enable Driver Verifier Manager on
production servers
http://support.microsoft.com/kb/251233/en-us

Please note the following from KB251233:

• When you run Driver Verifier wait at least 30 minutes to log on to
the computer, especially if you are troubleshooting domain or network
issues. After the user presses CTRL+ALT+DELETE, the recovery process
used in LastKnownGood is updated with all of the registry settings, and
you are then unable to utilize LastKnownGood as a recovery process to
back out of Driver Verifier settings.

Retry in two ways. One, delete the partition and then format it. If that
doesn't work, pop in another hard disk.

If that doesn't work, other hardware has failed or been damaged.

There is a possibility that it's just that the CMOS settings have corrupted.
Unplug the system, open it, remove the CMOS battery, find the CMOS CLEAR
jumper and move it to the CLEAR position. Wait a moment, move it back, put
the battery back, plug in and restart. If you can't find the jumper,
remove the battery and go for lunch. Take at least half an hour; enjoy the
lunch. That should be enough time to allow the charge to bleed and the
memory to clear.

Restart the system, and go into the BIOS and allow it to accept defaults as
appropriate. Set the system time and date; if the date is not incorrect
the CMOS memory did not clear, so go back and do it again. Save, exit,
reboot.

Does the Stop Error message occur for every boot option?

Does the error occur if you try booting into safe mode?

Have you tried Last Known Good Configuration?
A description of the Safe Mode Boot options in Windows XP

What is your computer make and model?

What do you have by way of a Windows XP CD or the like?

Hope this helps.
