Blue Screen During Startup - Will Not Boot

Dell OptiPlex with XP Pro consistently bluescreens during boot and says
there is a registry error. Happens starting in safe mode also. Microsoft
site says to install latest service pack. Well, this would be possible if
the damn thing would boot. Pretty stupid of Microsoft to say "won't
boot?... hummmm.... install the latest service pack". So, now what?

Xp doesnt need any service packs to start or run for that matter.Sounds like
poor installation,try booting to xp cd,install xp,new copy(deleting installed
partition with xp on it),create partition,then install,xp will format and install
