Recently I have had some web sites load up and look
patchy or only load half way, say that it is done and I
move the mouse over the web page and the page starts to
look normal. Then some pages might load up and look like
I am watching an old 1950 TV set with a fussy picture.
My video card working normally and the proof of this is
when I play video games. Windows is current and norton's
is updated and a virus scan has found nothing. My
spyware program can't find any hidden programs, so now I
am stumped. What can I do? I am running windows XP
home. Thank you!!

Are you using a download accelerator, or ISP that advertises accelerated speeds?
These services provide acceleration by caching graphics locally (at the ISP),
then compressing the images (which removes detail, producing the effect you're
describing) before passing them to you.
Are the problems with specific websites? Try products like VisualRoute
<
http://www.visualware.com/personal/products/visualroute/index.html>, that offer
an analysis of network problems between you and a website in question.
If no help so far, check for spyware that might be interfering.
First, download LSP-Fix and WinsockXPFIx from <
http://www.cexx.org/lspfix.htm>,
and CWShredder from <
http://www.majorgeeks.com/download4086.html>. All are
free.
Next, close all Internet Explorer and Outlook windows, then run CWShredder.
Have it fix all variants.
Now check for, and remove, spyware. Get HijackThis
<
http://www.majorgeeks.com/download.php?det=3155> and Spybot S&D
<
http://www.safer-networking.org/index.php?page=download>. Both free.
1) Install and run Spybot. First update it ("Search for updates"), then run a
scan ("Check for problems"). Trust Spybot, and make all recommended deletions.
2) Install and run HijackThis. Do NOT make any changes immediately. Save the
HJT Log.
3) Have your HJT log interpreted by experts at one or more of the following
forums (and post it, or a link to your forum post, here):

If removal of any spyware affects your ability to access the internet (some
spyware builds itself into the network software, and its removal may damage your
network), run LSP-Fix and / or WinsockXPFIx.
