Blocking Client computers from using Bcc on Outlook

I am trying to block Bcc on Outlook for client computers to prevent blind copying
 
You can create rules in Exchange Server as well as for individual clients
 
How do i disable the Bcc Field on Outlook 2003/2007 on the Exchange Server 2003?
Can someone give me the steps or even softwares to follow.
I prefer to use Group Policy to effect this
