Blocking and returning unopened email to a specific sender

Is there a way in outlook to do more than just put a specific junk email
filter on an email address, rather have it sent back to the sender without it
being received at my end.
I am having trouble with a specific sender that I am having trouble with and
it disturbs our family to even see that we have recived another email from
this person. We have to check our junk mail before deleting and even look in
the deleted folder to double check. I would like their emails to go back
saying something like 'you are blocked from sending email to this address' Is
there a way?
 
You could create a rule that did that - but they'd know they weren't blocked
from sending you mail. I would create one that permanently deleted the
message and be done with it. If they are harassing you, you should go to the
police and get a restraining order. If your email acct has browser access
and server side rules, configure a rule there to delete it before it gets to
outlook.

'Perminent Delete' means just that, it does not go to the deleted folder
