To add from a message...
Right-click on a message, select Junk E-Mail, Add Sender to Blocked Senders
List

To add or to remove...
Tools - Junk E-Mail Options - Blocked Senders
 
Hello Joey,
Open Windows Mail > Tools > Junk E-mail Options > Block Senders > ADD >
enter e-mail addresses > OK
