Blocked messages

When I try to send an internet page or link using Outlook
2003, I get a message the the "file was blocked because
it may contain harmful files." I have gone through all
the security options and can't figure out how to turn
that off. If I want to send a webpage to/from my own
email, I don't want it blocked. How can I stop this
feature?
