Sounds like either the site you're trying to send to, or worse yet,
your email provider, has been accused of sending spam and is
now on the do-not-connect list. Try sending from some other
computer that uses a different email provider. Try sending to
someone else. And try getting a second email account to add
to Windows Mail, and see if sending through that account
helps.
