Blocked app at startup

I have one app that is blocked by Vista during Startup. How do I tell
Vista that I want this program to run every time I Start?

on start type "msconfig"
on the startup tab check if the program is ticked and apply changes
or ifs a windows application, it can be done this way..
Go to "control panel" > Administrative tools> services > find the
program or service and click on "restart"

Thanks. Question: How will restarting the service prevent this app from
being a blocked program. I want it to run at every startup but not be a
blocked program so that I have to unblock it at every startup.
