Block programatic access in Outlook 2007

I'm using Outlook 2007 and my data file is secured by a password. However,
programs (such as Skype) are accessing my address book while I am using
Outlook.

It would appear the thread Outlook is using (after I supply my pasword to
open the data file) is accessible by any other program. The Trust Center
selection for "Programmatic Access" doesn't provide an option to "BLOCK" but
only "WARN" if the external access is suspicious.

How do I prevent the other programs from accessing my address data without
shutting down Outlook competely?

Unauthorized access to Outlook is not possible. Since you installed Skype
(requires administrator permissions) you authorized Skype as a trustworthy
application. Therefore it is also not being considered "suspicious" access.

Skype has the option not to show Outlook Contacts in the View menu.
