Block images, unless I click to download

[Using Outlook 2003 SP1]
The majority of messages containing graphics that I receive are spam. But
not all. So I want to be able to block images, unless I give permission from
them to download. I've tried every combination of settings in Outlook 2003's
Options/Security/Change Automatic Download Settings and have not been able
to achieve selective downloading of images.

For comparison, in Outlook Express' Security settings, I just checked "Block
images and other external content in HTML e-mail." Then I just click on the
"show images" permission button above a message to downoad images. Easy. But
Outlook 2003 has me baffled.

Thanks for any clarification you can offer.

Checking the "Don't download pictures" option there should prevent pictures
from downloading. Are you saying that it does not?
