Block email address

Hi
How do i block an email address permanently so the user cannot unblock it -
i have put it in the junk email folder but the user then goes into it to
unblock it, despite numerous warnings and still receives personal email at
work.

I am a little 'thick',where this is concerned. How do i find out this
information please. We obviously have a server and an internet service
provider, other than that i have no idea

Who has access to the server? If this is Exchange, the Administrator should
be able to block it at the server level or set the address to be picked up by
the spam filter.

Yes the administrator does have access to the server. Kindly tell me how to
block it at the server level or set the address please. or where i can find
this information preferably in plain english :-)
