Blank Monitor

My Monitor is blank it says monitor is working please check your pc and
signal cable. The cable is missing one of those things in the connector
but turns out it wasnt supposed to be there. I dont have on board video
and i just put in a new videocard but i had the same problem before i
put it in (i got it after the problem occured) so my old video card
still had the same problem. I have checked and rechecked all my
connections and reseated my video card and my cpu (it said to in this
guide at www.infohq.com/computer/help). That guide practically says all
i have done and for me to seek professional assistance and the last
time i called for assistance i got an Islamic guy who i could barely
understand. The computer itself seems to make all the boot noises even
though its hard to tell cuz its so quiet. I havnt tried blindly
enetering my password but i dont think that would do anything. I also
tried blindly setting my BIOS settings to standard and my jumpers to
default. and still nothing is there any ideas anyone has?

What video cards do you have? AGP or PCI
How old is your computer?
How do you change BIOS and jumper settings with a blank screen?
Did anything happen or did you change anything prior to this happening?
