Blackened link bars and page banners

Hi. When I preview my web page in a browser, I have a
black bar in the area of the text in the link bar and page
banner. Does anyone know the cause and solution to this
problem?
 
If you are using NVIDIA Video card this has been reported to be caused by using a graphics driver higher than 30.82 (downloaded from
Windows Update which offers 40.85?)

Other users have reported the rolling back to a specific WHQL certified NVIDIA driver clears the problem.
Download the older drivers, then UNinstall your version through add/remove programs first before installing the new drivers.

In both cases users report rolling back to version 30.82 works to solve the problem
