Black and Blue

I have recently noticed that some of my file names are written in black text
and some in blue text.

What does this mean?

you have run "disk cleanup" and selected "compress old files" which then
show as blue

Blue text files are ones that Windows has compressed.

Compressed files/folders are in Blue.

Encrypted files/folders are in Green.

Regular are in Black.

From Help.................

To display encrypted or compressed NTFS files in color
Open Folder Options in Control Panel.
Click Start, point to Settings, and then click Control Panel.
Double-click Folder Options
..
On the View tab, select the Show encrypted or compressed NTFS files in color
check box.
