Bizzare PATH Behavior

I am using Inno setup and a utility called setpath.exe to update my
path. Here is what I am experiencing:

1) I run setpath.exe to set my path.
2) In control panel / environment variables I see my new path.
3) In regedit I see the new path in the correct key.
4) I open up a new shell and type "path" and I DO NOT see my updated
path, I only see the old one.
5) My apps launched from start menu DO NOT see the new path.

So the PATH key is changed but the Path is not updated. Any ideas?

The strange thing is that if I go to control panel and edit the path,
MAKE NO CHANGES, then hit "ok", the new path then works!!!!! Maybe I am
not doing something necessary to propogate the path??

Programs get a copy of the path when started. If they start a program they usually give a copy of their environment. You haven't restarted Explorer so it has no idea the path has changed (as it's copy hasn't).
