BITS Activation Problem

Hello:
Both of my laptops have recently come down with the same problem. BITS can
no longer be activated and an error message says the same thing for the
seperate computers, "The Background Intelligent Transfer Service service
terminated with service-specific error 2147942402 (0x80070002)." I don't
know which program is interfering with the activation of BITS and I doubt it
is the antivirus program because one computer has Norton and the other has
McAfee. If anyone has any suggestions, I'd be very grateful. Thank you in
advance. Garey
