Open the .bmp file in Microsoft Paint and click File > SaveAs .JPG

how do i change an bitmap image to a jpg image file

You need a program to do the conversion of format. A very good one is
the free Irfan View, from www.irfanview.com Load the file into it;
then use File - Save As, selecting JPEG as the File type for the save

It will do a lot of other useful things too; crop pictures, resize;
adjust color balance and print, as well as being a convenient viewer
