BIOS and System properties showing different values

Recently purchased a second user IBM T22 thinkpad with XP professional loaded.

When I bring up system properties it says computer is Pentium III. however
the MHZ sometimes reads 535 sometimes 696 and sometimes 936. I checked the
BIOS and it says 936. Any ideas why the value keeps changing and does not
always match the bios?

There is also a problem with the battery power meter. It only shows the
battery to have 30 minutes from full charge but if I let it run right down,
the meter goes to 0 minutes left after 30 minutes but the battery lasts for
at least 1 hour 20 minutes. this means that any alarms I put on the battery
usage are a waste of time.

Are these problems related? Any advice gratefully accepted

The problems are probably related. Go to IBM's (now Lenovo's) tech
support site for your specific model laptop. Download and install any
power management software. The changes you are seeing in processor
speed are because of some speed-step functions in the power management.
You normally want the laptop to ratchet down the processor speed when
it is on battery to save battery life and use the full speed when
connected with the AC adapter.

If that doesn't help, then there is probably a hardware problem either
with the AC adapter or more likely the charger component on the
motherboard.
