Bibliography options gray

I am working on a paper and have used the citation system before. But now, I
am unable to access the options to add a citation, create a source, etc.
This is a new install of Office 2007. One paper has existing citations, but
this happens even in a new document. Ideas?

I never encountered it myself, but there seems to be a bug in the Office
2007 installation process every once in a while where the bibliography tools
are not installed correctly. If you were never able to use the tools on that
specific installation, I'm guessing this is the problem.

The only known solution to this issue is a complete uninstall and reinstall.
Repairing does not fix a thing.
