Best Offline Browser Compatible with IE6?

I want to be able to save a web page and be able to
retrieve it in *exactly* the same form as the original
(all photos, formatting intact, etc.) with no complex
reconstruction process and no on-line connection.
What software will do this for me, and is any of it
free?

IE6 will do it for you. Simply save the page in an MHT format (Use Save As then
select Web Archive, single file [*.mht]).

If you will ever need to do a more complex download (several pages
from a site or whole Web sites), then the best choice would be Offline
Explorer Pro:
