Best collage maker?

Many PowerPoint templates have a very nice collage of pictures. I understand
that collage making applications help you achieve this effect very quickly
and simply compared to general graphics applications. Which are the best
collage makers for PowerPoint templates? I am looking for something that is
easy for the basic things but has a lot of features if I decide to do more
tweaking. I particularly like the overlapping photographs compared to the
side by side photographs.

thought Photoshop....
