Best Buttons For FP2K

Can someone suggest the best buttons to use for FP2K. I currently have
hover buttons and want to get away from them because JVM is required on the
client machine.

Have you considered just using text links or single image links?

Otherwise your choice is to use JavaScript mouse over scripts which requires two images for each
button.
