Being able to save emails to desktop as .html files?

Why is it that some emails I can save as .html files thus being able to
preserve all the formatting and other emails I am only able to save them as
some form of a .txt file?

Using Outlook 2003.

Plain text e-mails do not have formatting to preserve, if that's what you are
experiencing. If you wish to save a plain text e-mail as HTML anyway, you
have to convert it first. Edit> Edit Message, then Format> HTML.
