BCC still displays all addresses to recipients

I have a user that sent a BCC message to a distribution list. I verified
that the message was sent BCC. However, a few of the recipients reported
that they could see all the recipients' email addresses.

Our environment is Outlook 2000 and Exchange Server 2003. One of the users
that could see all the addresses had a hotmail account. I set up a test
distribution list that included my hotmail account and sent a message BCC -
I was unable to see the other addresses when I opened the message in
hotmail.

The only difference between my test and the one sent by my user that
displayed all the addresses was the number of addresses in the distribution
list - mine contained a few while the other had at least 150.

Has anyone else seen this or know why this is happening?

Thanks.

Tell the sender that they must put something in the TO field (their own
address) and then put the rest of the recipients in BCC. This is more
reliable. Don't know why the other user saw the BCC entries, but you haven't
seen it either, have you?
