Is there a utility that can be used to batch import text files with the same
conditions, e.g. columns to import and data format of column(s).

Have you looked at the options using scenarios offers? Click on the
advanced button when you first open a text file for import using the import
wizard. That might do what you want. You can save your setup as a
"scenario"
