I'm computing an elapsed time in a .CMD file and would like to format it
using commas for thousands.

e.g. 12890 ==> 12,890

I'm not optimistic.... is there any hope?

Tangentially, I've stumbled on a manual for "WIL" (Windows Interface
Language"). Is this a third-party thing? Or is it built in to
WIndows.... I'm thinking maybe there's some hope there, but I don't want
to waste a lot of time...

I'm not sure, but the folks at alt.msdos.batch.nt can probably help.
Lots of very capable batch coders over there.

I have not heard of it before so I suspect it is third-party.
