Backup Win2k Domain Server

Hi:

I want to make sure I'm backing up everything I'll need to get the server
up and running.
Say the hard disk on my server crashes. And I have to replace the hard drive
to
get the DC up and running. And I have only one application installed under
Program Files.

If I backup System State and the Program Files directory. Is that
sufficient to get my PC up and running with my Win2k Server CD?

Are these the right steps?

1. Install new hd
2. Install OS
3. Create new NTFS partitions (does the size have to match the old
partitions?)
3. Install tape software
4. Restore System State and Program Files directory
5. Reboot

Will my server work the same?
What steps are missing?
Is this a standard process?
