Backup program not found

I just upgraded my sister's system from Me to XP Home and
noticed that there is not Backup program installed under
Accessories. She mentioned that it wasn't under Me
either.

I've installed everything I can find on the XP Home CD,
but still don't get it.

Any help appreciated.
