Just choose Start, Run and enter NTbackup.exe. System Restore is different
from Restore in Ntbackup. There is good information in the help file
regarding System Restore.

You're running XP Home Edition? Backup is installed automatically
on XP Professional, but not on XP Home. If you have the complete
XP Home CD, find backup on the CD, in \ValueAdd\MSFT\NTBACKUP and
install it yourself by doubleclicking the file ntbackup.msi.
In XP Home the ASR Floppy Disk does not work . It will NOT
backup to a CD. You can back up to a folder on your
hard drive then burn it to a CD. The native program in XP
will not span CD's though.
You can cheat it with a packet writing program like Roxio
Direct CD (comes with Easy CD Creator ) Or Nero
InCD or DLA You then use a CD ( will not Span cd's) or
DVD's (4.7+ gb) to back up too.
