Backup and Restore Centre

Hi, Do you need to be an Administrator to use the backup and restore feature?
It seems that way to me, if so is there any way to enable it so users can
use it.
When a user is logged in I get an "access denied" error.
 
Maybe, if it's Vista Ultimate, one may be able to setup policy using gpedit.msc or mmc+policy object for "users" ... or if in
domain, setup on domain policy similarly ... there's a setting to manage use of backup, there ... don't know about other versions,
though.
