Sorry for the dim question

With the new (blank) installation is it just a matter of importing the
..pst file?

Will this overwrite the blank on or create a duplicate?

Importing will import the data into the new default PST file, not create a
second. Most of us just copy and reuse the old PST file rather than import
because it preserves more settings and data. To do so, do NOT overwrite the
new PST, just configure Outlook to use the old one.
