Hello,
I am trying to create a background that looks like a picture frame, i.e.
dark border with lighter color inside where the cells will go. Can anyone
tell me how to do this and then save it as a theme to be used for the whole
website.

You'd need to create the image in an image editor (photoshop, paint shop pro, etc)

You 'might' be able for find a background like that...do a Google search for web + background + images

I have the background pictures, but need to know how to "layer" them and
save it as a template. I guess I was not very clear in my question. Sorry
