Background not changing, dll error

I cannot change by desktop background, and when I go to properties and change
the theme nothing happens I changed the color and it stays white. I am
running XP, when I start up there is a message about a missing dll file, I
tried to do a system restore but that fails as well, I went back as far as
the begining of December but it always fails.
