background colors in internet explorer & frontpage

I can't change the background colors in my internet
explorer or my microsoft frontpage. They are white and I
can't seem to change them. All web pages come up white.
Why??? I have my settings to use windows colors, but still
doesn't work. Anybody know why???

Uncheck everything in Tools | Internet Options | Accessibility.
