Background color and GP

Probably something simple, but we're stumped!

Server 2003 AD domain, Win2k SP4 clients. Using group policy, we cannot get
a standard background color to show on our clients. We want to use a white
background to go with our company logo. We would prefer to NOT use Active
Desktop if possible. Any tips? We've tried several custom .adm files and
are not having luck.

You can create a custom ADM file, tip 8532.

maybe it can be done with a register file that you can load in a
logon.bat
