Background and Picture

I am new to Windows Movie Maker and I am trying to put together a wedding
video for my sister's reception.

I have been struggling with changing the background color with in the title
and credits, but found a previously posted question that helped with that.
Now I am curious if it is possible to post a template and a picture in the
same frame. I have pictures that don't fill the whole screen, and I don't
want black to surround the picture.

Any suggestions on how to fix this problem?

You can crop the picture to remove the black but unless the picture is high
quality there will be problems when it is shown in full screen. But if you
plan to have it show in a title transition such as the newspaper one the
picture won't be full screen and may work out for you.
As far as how to replace the blue screen with your picture simply drag the
newspaper (or whichever transition/title you are using) down to the Title
Overlay section of the timeline and then move it to where you want it. The
picture/video clip above the transition in the timeline is what will show up
in place of the blue screen. To save the trouble of dragging it to the Title
Overlay section after selecting "make titles or credits" select "Add title
*on* the selected clip" instead of *after* or *before* and then the title
will automatically be placed on the Title Overlay portion of the timeline.
