Can I use Windows' native back up to back up Server A's (runs Win Svr 2003) files and system state to a remote tape-drive which is attached to Server B (also runs Win Svr 2003)

Thanks in advance

Not the System State.

What I do is backup A to a file (either on A or B) and then have B backup the
file to the tape.

If you have a second drive on A, back it up to a file on the second drive. If
you use a batch to do this, you can then copy the file over the network to
B so it doesn't have to do remote backups.
This approach also works well for an ASR backup of A to A's second drive.
