do u use nero burning rom? there's a burn vcd function u can use in that program.
if u change it from avi to mpeg then to vcd, the quality will lose greatly

Media Library in the MMC 9.1 can handle it.

First of One

Use TMPGEnc, which does both MPEG1 and MPEG2 encoding at great speed. If the
quality of your VCD conversion comes out to be less than ideal, try encoding
in MPEG2 to form an SVCD.

Followed the directions, totally hoosed!! No tv, no file player, trouble
with mouse, long delays. Wiped all ATI stuff and reinstalled my original ATI
stuff. Everything works fine now after 3 hours. I think i will look for a
video file converter elseware.---------Lanny.
