Ensure that Internet Explorer or Outlook Express is
working online, open IE,from the File menu, ensure
that "Work Offline is not checked.
 
I changed my internet options under LAN SETTINGS and
click the box that says "Automatically Detect Settings"
I opened explorer and detected new proxy setting and it
worked. Antispyware was able to update the signatures.
