AutoRun help gives "This program cannot display the webpage"

I downloaded MS AutoRun to get rid of all the extra start-up programs that
aren't shown by 'msconfig' but when I click on 'HELP' I receive:"This program
cannot display the webpage" does anyone know why this is happening and/or
how to obtain an AutoRun instruction manual. "Thank you"

Before attempting to use Help open Internet Explorer, select File, and
uncheck Work Offline. You need to be Online to use Help.

Open the Autoruns folder that contains the files you extracted
from the downloaded zip file.
In there you should find a file named Autoruns.chm.
This is the compiled help file.
Right click on this file and select Properties from the menu.
Near the bottom of the General page click on the Unlock button.
Click OK.
Go back and try to run help in Autoruns.
