autorun CD to open *.htm on CD

I have made a website? on a CD and want to be able to give
it to someone and have it autorun when they put it in
their cd drive and can't figure out the commands to get it
to open Internet explorer with this default.htm as the
startup page. can this be done with just a *.inf file, I
hope
