Automatically Updating A Webpage

Hello,
I have an Excel worksheet that gets external data
from a website every 15 minutes. The worksheet works fine
in Excel but when I save it as a webpage it doesn't update
itself. When I am saving it to a webpage, I'm only
selecting certain cells that I want the user to see. Could
this be the problem ? I seem to have the same problem
even if I save the whole workbook as a webpage, and I am
making sure that I select the interactivity option before
I save. Can some one please help me ?
 
If I remember correctly the data is interactive for the user, but it does
not affect the original file and never will. It is not like linking an Excel
file inside an Access database. I believe you have to export back out to
Excel to get the changes. This may not be what you want as more than one
user could be making changes to the table data and export their changes and
copy over your original.
Does the user have to have the ability to change the data?
