Automatically copy permissions to subfolders

With Outlook XP is there a way to automatically copy the permissions
set at Outlook Today to all subfolders (especially personal
subfolders).

For example: When someone "switches" secretaries, we have to reapply
the permissions every time and some of the users have created fifty
plus subfolders. Therefore it would so helpful to at least
automatically apply the permissions set in one folder - called
Personal Folders or the Inbox - to ALL the subfolders created under
that folder.
