Automatic Row Height

I'm working on a file and I double click on the row to get it to
automatically format to the height of the information in the cell but it
doesn't and I have to manually do it. Any ideas of what I could possibly be
doing wrong or how I can rectify it?

The main cause I have come across is when cells within that row are merged
or/and are formatted with word wrap.
