When an automatic receipt is requested, how do you make
Outlook default to NOT send a receipt?

Thanks.
 
I am using outlook 2003, so depending on your outlook version/configuration,
tools > options > preferences tab, email options button > tracking options
(only applies to internet mail accounts)
