automatic read receipt for all mail

In OUTLOOK, is there a way to receive an automatic read receipt from "all"
emails without the person receiving that email having to do anything?

ie: we have a manager who does not dothings in a timly manner and does not
reply to the "read receipt request" so we can not prove he saw the email, not
can we see what day and time he saw it. So, he can tell us he never saw it.

No, "Read Receipts" are controlled by the receiver. The sender can only
request one. Also they do not count as "proof" in any way. Even when he has
configured Outlook to automatically respond to the requests it only means
that they are being marked as read. With delivery receipts you can verify
that the message has been delivered to his mailbox. Delivery receipts must
be supported by the mailserver where the mailbox reside and doesn't require
the receiver to do anything. The receipts still don't count as proof though.

When you say "mailbox" are you speaking of the "server"(as in ISP, or does
that mean it has been downloaded to his "personal computer" whether he has
read it or not?

At the mailserver. If you are talking about POP3 you only make a client copy
and delete the one from the server.

Hi,
we've just migrated to exchange2003+outlook2003.
even though a read receipt is not proof of reading but only a message that
the mail has been displayed, I would still like to have the possibility of
setting the "always send a response" in the profile of all the users (whether
outlook or OWA) in my exchange server. Of course, I cannot expect receipts
for mail sent to other mail servers. But I'd like to have the possibility to
set this within my company at one go.

Is there a way to set at one go all the profiles of all users?

Yes, but you must do this in Outlook and not on Exchange. You can force the
setting by using Group Policy. You can get the template for this from the
Office Resource Kit.
